The UN Security Council has passed Resolution 2098, which authorizes the UN peacekeepers of the MONUSCO mission in the Democratic Republic of the Congo to arrest individuals who have been indicted by the International Criminal Court. A demonstration of the point Antonio Cassese famously made, that the ICC is a "giant without arms and legs," and that its enforcement capacity will often depend on the political will of the international community.
